Production · NYC Permits

Do you need a permit to film in a studio in NYC?

No. New York City film permits exist for shoots that use public property — streets, sidewalks, parks, equipment on city sidewalk. A shoot inside a private studio needs no permit from the Mayor's Office of Media and Entertainment at all. What a studio shoot does need is a certificate of insurance, a building that allows production, and a host who has run the load-in a few thousand times. Union Square Loft has hosted permit-free shoots on Broadway in Flatiron since the 90s.

What the NYC permit actually covers

The Mayor's Office of Media and Entertainment (MOME) issues permits for filming that takes place on or uses city property: shooting on a sidewalk or street, placing equipment (tripods, dollies, lighting stands) on public ground, parking production vehicles in restricted zones, or requesting police assistance. The required-permit trigger is public property plus equipment, or any activity that asserts control over public space.

Inside a private building, none of that applies. A camera crew working entirely within a rented studio is a private commercial activity between you and the property — the city has no permit role. This is one of the quiet reasons studios exist: the permit process takes lead time, insurance minimums, and paperwork, and a studio deletes all of it.

What you need instead of a permit

When you DO still need a permit on a studio day

The moment your shoot steps outside, the rules flip. Common cases:

The clean pattern: do the controlled work in the studio, grab exteriors run-and-gun or permit just the exterior day. Many USL clients shoot interviews and product work in the loft, then pick up street texture handheld the same afternoon with zero paperwork.

Rooftop and window shots

Private rooftops are private property — no city permit — but they are governed by the building, not the city, and access rules vary enormously. USL has separate production access to a 7,000+ sq ft rooftop over Union Square for crews that want skyline work without a permit process; that's arranged by quote as its own booking. Shooting out the studio's 9-foot windows toward Broadway requires nothing from anyone.

For a one-day brand shoot, interview, or content day, the studio path is the difference between booking Thursday for Monday and building a two-week paperwork runway. Shoots for clients including streaming platforms, agencies, and national brands have run through this loft on exactly that timeline.

Questions people actually ask

Do I need a NYC film permit to shoot inside a rented studio?
No. City film permits cover public property. Filming inside a private studio requires no MOME permit — only the building's requirements, typically a certificate of insurance.
What insurance does a studio shoot in Manhattan require?
Most buildings require a certificate of insurance naming the building and landlord as additional insured, commonly $1M–$2M in general liability. One-day production policies are available same-day from online brokers.
Can I film on the sidewalk outside the studio without a permit?
Handheld shooting with no equipment on the ground and no control of the space is generally exempt, but placing a tripod, staging actors, or parking production vehicles on public property triggers permit rules. Verify current MOME guidance for your exact setup.
How much does production insurance for one day cost?
Short-term general liability for a small one-day shoot typically runs a few hundred dollars. Annual policies make more sense past three or four shoot days a year.
Does Union Square Loft require a COI?
Yes — the building requires a standard COI, and USL sends you the exact required language when you book so your broker can issue it in minutes.
Can I get rooftop or skyline shots without a city permit?
Yes, on private rooftops with building permission. USL arranges production access to a 7,000+ sq ft rooftop over Union Square by quote — no city permit involved because it's private property.
How fast can I book a permit-free studio shoot?
Same week is normal. The only paperwork between you and the date is the COI, and the 50% deposit holds the day.
